Government entities are known to be hierarchical, conservative, and characterized by silos. As such, it’s hard for government organizations to change. At APQC’s 2019 Process & Performance Management Conference, Mohammmadreza Bashiri and Nelson Abreu of Ohm Engineering explained how they helped a government-owned utility enact significant change and improve alignment. Their “strike team” and “conscious leadership” approaches helped the utility develop a culture of teamwork and continuous improvement, ultimately allowing it to transition one of its worst-performing programs to a model for success.
