In APQC's Transferring and Applying Critical Knowledge study, a common theme observed across the best-practice organizations is that they enlist leaders and other knowledgeable people performing the work of the business as the ultimate arbiters of what knowledge to capture and transfer. All of them involve business-unit and functional managers in the identification process, and a majority also collect feedback from project/process managers and subject matter experts. This input is then combined with information from KM and HR to gain a holistic picture of the organization's knowledge needs.
