This measure calculates the number of hours hiring decision makers spend per middle management/specialist new hire (i.e. managers with budgetary/or supervisory responsibility who report to senior management and/or line managers). It is part of a set of Staff Productivity measures that help companies assess the efficiency of their staff related to the process "recruit, source, and select employees."
