Average time in weeks to fulfill a complex information need
This measure calculates the average number of weeks it takes to fulfill a complex information need. A complex need is defined as one that requires external & internal data sources, involves data manipulations & calculations, and involves a new database access system/application. It is distinguished from a medium complex need, which only involves data manipulations & calculations and goes beyond a simple need fulfilled by a commercial/purchased source/subscription. It is part of a set of Cycle Time measures that help companies analyze the duration of the process "develop and maintain information technology solutions" from beginning to end.
