Project Management Office Structure in the Utility Industry

In September 2017, APQC interviewed eight organizations on the role of the project management office (PMO) within the energy utility industry. A roundtable discussion among the participating organizations revealed that there is no single “right answer” when it comes to PMO structuring. APQC’s examination of the organizations revealed no correlation between PMO maturity and the location of the PMO within the organizational structure. Business needs drive the role, scope of responsibilities, and services provided by the PMO. This article examines participating organizations’ approaches to PMO structuring in terms of:

  • reporting,
  • responsibilities,
  • outsourced services, and
  • costs
