Project Management Office Measurement in the Utility Industry

In September 2017, APQC interviewed eight organizations on the role of the project management office (PMO) within the energy utility industry. The majority of participating organizations share a core set of common measures such as project cost, completion rate, and schedule variance. However, there is a noteworthy divergence between the more- and less-mature PMOs. Mature PMOs have established metrics that work for their organization. The less-mature PMOs are still exploring which metrics are meaningful for their business. This article examines participating organizations’ measurement methods and criteria including: earned value, risk, and quality.
