The Defense POW/MIA Accounting Agency (DPAA), a humanitarian effort focused on gathering information on American soldiers unaccounted for during conflicts, stands as an example of how an organization can adapt to a change of such scale. In January 2015, the DPAA underwent a major change as three organizations were merged to form a single agency. In his recent interview with APQC, Dennis Vaillancourt, enterprise performance management director for the DPAA, explains the various phases that organizations may undergo in the face of such a major change.
