In 2008, APQC conducted a Collaborative Research study to examine leading organizations' work force planning practices and discover effective methods for anticipating and filling talent gaps. The study, Strategic Work Force Planning: Anticipating and Filling Talent Gaps, uncovered four overarching best practices that are associated with strategic work force planning success:

  1. organizing and supporting a strategic work force planning team
  2. establishing an effective process for work force planning and embedding it in the way an organization does business
  3. developing the tools and techniques necessary to formulate appropriate outputs from the work force planning process
  4. measuring the success of such efforts

The URS Washington Division, the design and technical services segment of the U.S. engineering firm URS, exhibits all four best practices in its approach to strategic work force planning.
