One of the first metrics that executives look at when evaluating the performance of corporate functions such as HR is cost. The measure total cost to perform the process group "develop and counsel employees" per business entity employee indicates the total cost for training and developing employees normalized by the number of employees in the organization. Normalization allows organizations to benchmark performance on this measure against others with different employee headcounts.
