While many organizations engage in strategic planning not all are satisfied with how the strategic plan is created and then implemented. The Kansas State Department of Education-Division of Learning Services developed an inclusive approach to engaging its organization to better involve and align its departments in planning and execution. State agencies are subject to disruption due to political turnover; a coherent strategic plan and a robust planning process can bring a dimension of stability in the topsy-turvy environment of politics.
