As the costs of Northrop Grumman’s maturity level appraisal began to increase, appraisal evidence was becoming more difficult to collect and maintain and resources needed to sustain the effort were diminishing. The organization began to explore alternative process improvement and sustainment methods. A self-governance solution coordinated with internal process improvement efforts was created. While many tools were in place that contributed to process sustainment and improvement, they were not sufficiently integrated to maximize communication and coordination.

During APQC's 2013 Process Conference, Michael Bellendir of Northrop Grumman explained the benefits of combining self-governance and process improvement tools to achieve maximum cost and time savings.
